The Court held that marriage registration falls under the "vital statistics" mentioned in Entry 30 of List III of the Constitution, giving both the Union and State governments the power to legislate on the matter. States and Union Territories were directed to frame and notify rules for this, though the process of implementation has seen delays, leading to court monitoring and calls for swift action.
